The application process to become an authorized licensed producer of medical marijuana under Health Canada's Access to Cannabis for Medical Purposes Regulations ("ACMPR") has been described to us as being both grueling and tedious. With a total of seven steps to this process, the beginning sets the foundation for the rest of the application.
If you haven't read it already, our article overviewing the seven steps of the ACMPR application is a great first step in building a basic understanding of the process.

The long process with Health Canada begins with their receipt of the application. At this stage, Health Canada must determine whether or not the application is even complete.
As mentioned in our ACMPR application overview article, 801 applications out of the total 1561 received by Health Canada have been returned due to being incomplete. That equates to over 50% of applications being returned at the starting gate.
For those who are not sure if their application is complete or not, this useful .pdf checklist provided by Health Canada walks you through the twelve sections of the application.
Even when completed properly, the licensed producer application under ACMPR takes a long time. With complications added in such as an incomplete application, the process will only take longer. If the application passes Health Canada's "preliminary screening for completeness," then the application gets an application reference number assigned. This application reference number is then used throughout the rest of the ACMPR application process in regards to communications with Health Canada.
