On the Arkansas ballot back in November, Issue 6 was approved with 585,030 votes. Also known as The Arkansas Medical Marijuana Amendment, Issue 6 "supported legalizing medical marijuana for 17 qualifying conditions, creating a Medical Marijuana Commission, and allocating tax revenue to technical institutes, vocational schools, workforce training, and the General Fund" according to Ballotpedia.
The aforementioned Arkansas Marijuana Commission's most recent meeting on February 1st was surrounding the topic of cultivation and dispensary licenses.
The sentence we heard that scares us begins approximately 00:44 seconds into the video "...where do we want that line to be?...theoretically we can come in here and say 'we don't want people to grow', we can make a growers license a million dollars, and all of the sudden nobody would do it."

According to the Arkansas Medical Marijuana Commission, the next meeting will be held on Tuesday, February 7th at 4:00 PM local time at 1515 W 7th Street, Suite 503, Little Rock, AR 72201.
